Partially correct. It is part of a sock, but it's been turned into a rosin bag. The picture was taken at a minor league baseball game, so I guess they have to use what they have in the lower leagues. The blue part is actually what the batters use to spread pine tar on the bat handle and there is a pine tar scraper in the background used for removing old pine tar.
